Like many States, the State of Delaware requires all drivers to maintain a minimum amount of liability insurance. If a driver is stopped by a law enforcement officer, they must be able to provide proof of insurance. The penalty for being caught without liability insurance is $1,500 minimum on the first offense and $3,000 for a second offense.

Acceptable proof of insurance is your State of Delaware Insurance Card or a binder written within 30 days of issue from your insurance company with the insurance company's letterhead on the document.
